Hi. Just as a point of interest, I wanted to say that my Tiger was TACed months later (August 2009) and has an earlier number (#709). I'm in the Washington DC area. To me, this means that they are not issued in sequential order. It may be that different inspectors around the country have stocks of certificates and they issue from their own stocks sequentially, but there is no overall system.
