Stuck/Sticky Tachometer

Gentlemen:

Recently we had some work done to the steering in our SIV. Afterwards, and probably coincidentally, the tachometer stopped working. I popped it out, only to find the tach needle is not moving easily - in fact it is very stiff.

Should the needle move freely and return the zero location? I haven't cracked mine open yet, but have repaired the speedo in my AH Sprite, so I have some experience. (You would be surprised what can be done with adequate instructions!)

Any suggestions?
