Happy New Year everyone!!

carbs have been rebuilt with new grose jets..however the piston valves willnot drop freely..have re centralized the needles correctly i believe..followed all instructions on the rebuild kits as well as the shop manual...?#1 ..should the bowl be filled with oil while checking the valve drop? and/or the damper piston screwed down?

Damper piston should be out. The jet retaining bush should be loose (the brass nut that was hard to undo) and the jet should be screwed up so it is level with the bottom of the venturi. The Hillman Hunter manual says to give the jet retaining bush a gentle tap with a hammer to help things line up.
