Need Help Identifying This Unknown Part.

Can anyone tell me what this is? It came with a bunch of Alpine/Tiger parts I bought. It looks like it might be part of a spring shackle to me but I don't think it is a Sunbeam part. The nuts are welded/fused to the metal bracket. Thanks for any input you can provide. Rick
