front fender to tire gap

My primary interest is reducing the large gap between the top of the front tires and the bottom of the wheel openings in the fenders for purely cosmetic reasons. I just don't like the look with that large gap there.

I've read many of the posts on lowering our cars, but I'm not sure I want my car lowered. I don't know if going with larger wheels or taller tires would help reduce the gap, but I have wire wheels so my wheel/tire options are limited. My knowledge on suspensions is clearly lacking so any ideas would be appreciated.

you can gain a small amount by replacing the rubber spring spacers with Mustang II rubber. Maybe 1/2-3/4 inches. I'm also running 185-70r-13s which fills it up a bit more.

If a series IV you can use the spindles off a late series minx to lower the front by 1 inch without any changes to spring rates, ride quality etc... Just finding them is the issue.
