SII Shackle/Spring Bushing

It appears that it is necessary to remove the fuel tank on a SII in order to extract/insert the rear leaf spring and rear shackle bushing bolts. This strikes me as being somewhat absurd. Am I missing something?

I have a Series V, and there is a round removable cover in the side of the trunk that gives access. I am not sure if Series II would be the same? If not then it appears they realized there error and corrected it in later versions.
