How do you set caster?

My car had its front rebuilt by the previous owner. I have been going through and fixing the incorrect bits. One thing that I don't know how to fix is the caster setting. The setting is out of range on the driver's side, a degree and a half less than on the passenger side. I understand that the factory set the caster, but how exactly did they do it? I presume with tapered or half shims on the upper a-arm. Does anyone have a description of how it was done?

There should be a wedge on top of the crossmember between it and the body to set caster. These wedges often crumble when the crossmember is removed leaving them thinner or even gone completely. I would expect that's what's happened here, they're not the proper size anymore.
