Purpose of holes in block?

The machinist has a question. What is the purpose of the two large holes in the 1725 block behind the pushrods? Should they be be plugged? Thanks, John1680.jpeg

The holes are for core plugs listed as "Plug 1/2" B.S.P. with 1/2" copper washer" They are a threaded shoulder type brass plug with recessed Allen wrench fitting. Refer to Parts Manual Numbers A4 and A5 Plate A-Section A
