Parking Brake issue

The car is slowly but surly going back together.

Question: On disassembly the parking brake cable had this wire loop attached. Is that for real or something a previous owner added to perhaps stop a rattle where it goes through the frame?

The eyelet looks to be coated - so not a ground. Is there side of the wire also attached? I wonder if it was a way to try to stop some rattle that they were getting.
