Lower piston rings question

What is the consensus on The bottom piston ring on an alpine 1592 engine..
i just got some for a rebuild and they have the lower ring...
Im guessing i should use them that way...But whats the skinny on this..
Why did manufacturers abandon the idea? the pistons that are coming out now on cars are without the lower ring...And my original (rebuilt engine) did not have them.
The only thing i can think is it would wear out the cylinder faster? its got the grooves in the side to let lubricant in in-between the upper and lower ring so it seems it would be well lubed?...I did hear it called a scraper ring?
