HLM rear wing stiffening bracket

Has anybody ever seen a similar bracket for stabilizing the rear fender ? Looks kind of "homemade" even the HLM owner swears it was there before...

one of my cars has similar brackets, but its fastened to the wood under the top with screws and pop rivited to the floor at the back of the wheel well . they're original pieces .
