Changing Coolant

What is the best way to change the coolant on a rebuilt engine that has sat for a long time? I checked the radiator today and it's full of green coolant. The coolant used has rust inhibitor in it but I'm still concerned since its sat as long as it has. I bought a Gano filter and will be installing it. How do I go about this to do it right?

There is a stopcock on the bottom right side of the radiator (standing in front of the car). There is also a tube in the block that comes through the right side motor mount that also has a stopcock. Open both of those and you should be able to drain most of the coolant.
